I dont really like the idea of calling sport compacts, muscle cars. I understand what they are trying to say, but I prefer the more traditional view of a muscle car.

Agreed. I'd prefer Sport Compacts as well.

Do the traditional labels still apply to today's cars? Also, should a car's label be based more on ability or on surface characteristics?

I think the label has to apply to both. While a Mustang GT or Cobra would likely be considered a modern-day muscle car, a Mustang with a stock V6 would probably not be considered a muscle car. You've gotta look the part AND walk the walk.
