They already have these. They are called "islands". This is a REALLY dumb idea. 3 years away? I doubt it. There own government? I really doubt it. The whole idea is D U M B.

Its like bottled water. An island in a different package.

I don't really think they are dumb, it's an interesting idea. They'd be owned by whoever built them, and if they float out in international waters, they'd probably be able to make their own laws, etc. Eventually, we'll run out of space on land for all the people of earth, will we be ready to colonize the moon by then? Are we going to have to try and terraform other planets or can we just build giant domes to provide atmosphere? This part is A LONG way off, but it's better to be ready with options than it is to panic and not be prepared.

LOL I love that they are talking about building floating self-sustaining cities in the middle of the ocean, and the first implication mentioned in the story is that they could legalize marijuana. Of all the possible legal and social issues that could be addressed... I'm not sure if that reflects more on CNN or the public to whom the story was directed.
