Damn, that really sucks that the police won't investigate that further. Hopefully one of the sherlocks on this site will be able to help you out. If not, you may want to go to some freelance graphics editor board... the ones where you post a job and what you're willing to pay, and people contact you if they're interested. I bet that would be an easy $50 or so to someone with the skills.

I watched the videos on Photobucket, and they're too small for me to be able to pull a plate number off of. I'd have the best luck with the last video, as there's a pretty clear shot of the front plate through most of it -- I just need more resolution to work with.
Also, even though the security camera software is proprietary, you may still be able to get at the video files themselves -- the software our security camera server at work runs ends up saving all of its files as regular Windows Media files; you just have to dig for them.

I passed along the info to the fiance, she is the night manager for protech and they have locations all over the metro. She will check the database to see if they have any volvo S60 R's that have ever been serviced there. Its a long shot but it might be a start. She could possibly compile a list of plates or addresses of customers that may live in that area then you could do a little self investigation. Its a long shot like I said... but who knows.

It was at the Red Dragon restaurnt in Minneapolis. I'll post this up on the national Volvo forums. I'm not sure what other bars and restaurants are in the area but I'm up for a steakout because the Red Dragon had some fantastic drinks, plus they're cheap. Thanks for the help and ideas!

They were coming from the area of the Red Dragon Restaurant which is in video #3. Video #2 is facing the red dragon restaurnt, then #3 turns the corner and leads to the parking lot. I was thinking of going up there Saturday night to take a look to see what I can find.

Well, I installed the software and looked through the files; unfortunately, I can't pull a plate number off of them -- the files are just too low of resolution. I can't even definitively say that the car has a MN license plate. The only time the plate gets close enough to one of the cameras to even have a remote chance of extrapolating a number off of it, the car's headlights are on which blow out the exposure -- the plate just turns out as white. I don't even think the BCA would be able to pull anything off of it.
I'm thinking a stakeout is your best chance.
